The referee cannot act on allegations without having seen the incident or having confirmation from their assistant referees. Option A is not appropriate as it threatens a sanction based on unverified information and is not a valid procedure under the Laws of the Game. Reporting the incident after the match allows the appropriate authorities to investigate.

According to the Laws of the Game, while celebrating a goal is permissible, players are cautioned (shown a yellow card) for "excessive celebration" if they delay the restart of play. The match can be resumed once conditions improve and visibility is restored to a level that is safe and suitable for play. If the conditions do not improve, the referee may then decide to abandon the match, with the outcome and any rescheduling decisions typically left to the competition's governing body. The Laws of the Game prioritise player safety and the integrity of the match, which can be compromised in conditions of poor visibility.

According to the Laws of the Game, when an outside agent (in this case, a reindeer) interferes with play, the match is stopped and restarted with a dropped ball from the position where the ball was when play was stopped (unless it occurred in the goal area). While unusual, a reindeer would be considered an "outside agent," and the standard procedure for outside interference would apply. Awarding the goal would not be correct as per the Laws of the Game, as the ball did not actually cross the goal line.

The IFAB Laws of the Game do not provide specific age-based exceptions for issuing red cards for denying an obvious goal-scoring opportunity (DOGSO) by handling the ball. In official matches, including youth leagues, the standard procedure for a defender who deliberately handles the ball to deny a goal is to award a penalty kick and issue a red card, regardless of the player's age.

However, it's important to note that youth leagues often have modified rules to encourage development and learning, and these can vary significantly. Some leagues might indeed have specific rules about disciplinary actions, particularly for younger players, that are more lenient than the standard Laws of the Game.

Under the Laws of the Game, there is no specific rule that requires outfield players to retreat 10 yards from the goalkeeper in open play situations like this. The 10-yard rule is applicable for set pieces like free kicks and corners, but not in the scenario where a goalkeeper is preparing to release the ball from their hands after making a save or catching the ball in open play. The goalkeeper can choose to play the ball quickly or wait until they feel it's safe to do so. The striker is also within their rights to stand outside the penalty area and attempt to block or intercept the goalkeeper’s throw or kick, provided they do not enter the penalty area and do not commit any other offenses.

The Law specifies that play should be restarted with a dropped ball in cases of external interference. If the interference occurred inside the penalty area, the goalkeeper of the defending team receives the dropped ball. If it happened outside the penalty area, the dropped ball is given at the location where the ball was when play was stopped, with the stipulation that other players must be at least 4 meters away.

The Laws of the Game state that a player cannot touch the ball again after taking a free kick until it has been touched by another player. In this scenario, since the ball rebounded off the crossbar and was then immediately played by the same player who took the free kick, this constitutes a second touch without another player having touched the ball. Therefore, the correct decision is to award an indirect free kick to the opposing team (the blue team) from the spot where the striker touched the ball the second time. The crossbar or any other part of the goal frame does not count as another player.

In situations where it's unclear whether the ball was in or out of play due to external factors like snow covering the pitch lines, the referee should consult with their assistant referees to gather as much information as possible to make an informed decision. If the assistant referees had a clear view or are better positioned to judge the situation, their input is crucial.

The Laws of the Game state that the match officials' primary responsibility is to ensure the match is played fairly and safely. In circumstances where the pitch markings become obscured, it's within the referee's authority to temporarily stop the match to clear key markings if necessary. However, the immediate decision about the goal depends on whether it can be reasonably determined that the ball was in play when the goal was scored.
